Written by hand, unlike our changelogs.
A commit prefix tells a changelog generator which version number to pick. It does not tell anyone what is different about the product this morning.
GitHub can generate release notes from your merged pull requests in one click. What it produces is a list of the work, not an account of the change.
A release is one event to everyone who reads about it and four repositories to the tools that produced it. That gap gets closed by hand, every time.
Four audiences read a release. The changelog gets written for a fifth: the person who shipped it.
